The rules around overtime and comptime can be confusing.  To boil it down, we have compiled the rules below.  The most important thing to know is whether your title is covered (C) by the Fair Labor

Local 3599 Members:

The Mayor has announced via press conference that staff will start to return to work in May.  The Mayoral Agencies were asked to submit their return-to-work plans by April 5th.  DC37's Executive Director and Senior staff are in discussions with the Mayor's Office, and we have been notified that DC37 Research and Negotiations will be meeting with the NYC Office of Labor Relations. The DEP OLR&D has also scheduled labor/management meetings with the unions including Local 3599.     

The Local 3599 executive board met with DC37 Health & Security administrators on Thursday January 14th to receive a briefing on the status of the DC37- Delta Dental partnership.  The DC37 administrators offered a powerpoint presentation, which can be viewed here.  In addition, the administrators strongly encourage all members to use the resources available on the DC37 dental page which can be viewed here:

Effective January 1, 2021 the DC 37 Health & Security Plan will make the Delta Dental PPO Network the preferred and replacement plan for the current GHI In-Network Dental Plan. The Delta Dental PPO Network is a vastly expanded network of general dentists and specialty dentists.


All Watershed members who currently have the GHI In-Network Dental Plan will keep this plan until December 31, 2020 when it will be replaced on January 1, 2021 by the Delta Dental PPO Network Dental Plan.

District Council 37 and the City of New York Announce a No Layoff Agreement for Union Members through June 2021

District Council 37, the city’s largest public employee union, has reached a tentative no layoff agreement with the City of New York that would save the jobs of thousands of municipal workers through fiscal year 2021. 

AFSCME President Lee Saunders praised the White House’s announcement Thursday that the Biden administration will forgive student loans for an additional 78,000 borrowers — including many AFSCME members — under the Public Service Loan Forgiveness (PSLF) program.

AFSCME President Lee Saunders congratulated Nicole Berner, a longtime labor lawyer and general counsel of the Service Employees International Union (SEIU), on being confirmed to serve on the U.S. Court of Appeals for the Fourth Circuit.

In this year’s State of the Union speech, President Joe Biden highlighted his administration’s achievements over the past three years and vowed to continue fighting for working people.

AFSCME applauds his accomplishments and strongly supports the Biden-Harris administration’s vision for the future, which includes defending our nation’s democracy, protecting a woman’s right to choose and making the wealthy pay their fair share in taxes, among other things.
